Can I initiate skype call or always should I wait for request from the other partie? Please advice

Just go ahead and make the call.
You don't have to wait for them to call you.
If your friends are having trouble receiving your call, then ask them to check whether they can "receive calls from anoyone" in the Skype for PC settings.
