CTRL+Enter to go into fullscreen modeafaik, as for scripts, I think xchat is compiled without python/tcl support, recompile it with the options you want if you want scripts to work.

~/ is /home/user/
In the general case ~ expands to the logged in user's home directory, which may be /root also. Not in this case though.

But, you could use File Box or gpe-filemanager or I believe people have emelfm2 around here too.
Any of those will give you access to the full filesystem, you can browse to the directories above and delete whatever files you want for the logs.
