Just copying a post from the Skype forum detailing the test call service for both inbound and outbound calls:

A special test service has been built, that is will answer your call, record 10 seconds of your voice and play it back to you.
Use this to test your Skype set-up and connection.

How to use the service:
  • simply call echo123 to use the voice echo service
  • you can also add her to your friendslist - she will accept all authorization requests
  • you can also send her messages - she will echo back your messages
  • if you send her the message: "callme" - she will call you back
SKYPE / Sound Test Service (formally Echo123) is a built in service that allows you to test to see if your headset, speakers and/or microphone are working properly.

Simply type "echo123" in the address bar at the botton of Skype or add it to your contacts. Calling echo123 will launch an automated testing robot that allows you to record and playback sound.

Thanks, that is really usefull info to have. I found that typing callme to echo123 didn't result in a call back, but I could call the service and it would respond, record my voice and play it back to me. Very useful for testing call quality on a given connection.

Rocketman - callme is working for me, but only after I disabled ports 80 and 443 in the Skype -> Tools -> Settings connection tab, and had my router (Linksys WRT54GS) port forward both TCP and UDP to port 36855 on my N800 (fixed IP address). After that, callme works (the test service instantly calls me back) and echoes my chats.

Note - in my home network, port 80 is already forwarded to a Linux Apache server and port 443 is not being forwarded anywhere so it makes sense for me to disable these ports within Skype on the N800, leaving me with only one option to forward a specific port to the N800 if I wish to receive incoming calls and chats.

Echo-123 didnt call me back either, but I can receive Skype calls with pc that is connected to same ADSL router as N800.

Use echo-chineseand it will call back.

Is this bot or real person.. I did Skype search with echo-chinese and it showed picture/info of Taiwan girl. Well.. She wasnt online either

When I called echo123 moment ago there was Finnish guy.. No girl here..

You were correct echo-chinese did call me back. Thats a good sign girl did call be back but I couldnt understand her and guy didnt call

echo123 (British bird) did NOT call me back straight away today. I think the service is probably down as it was working fine last night

echo-chinese (Chinese chick) did call me back straight away. I couldn't understand a word of what she said, but I can't blame Skype for that.

The incoming recorded test message is pretty much the same as the recorded test message you hear when dialing the echo123 service - ie. about 15-20 seconds of waffle, a ping sound then you record a test message (~10 seconds) which is played back to you, then it's explained that if you didn't hear your message you have a misfoconfiguration of microphone issue (genius!).
