I have latest HE 2007 on mmc installed. Everything is running fine except whenever I try to install a new repository, it says its unable to refresh the list! I can install applications from the existing list of installable applications but cant add new ones!

Maybe you could try to edit the file /etc/apt/sources.list by yourself, if you have xterm and and nano or mc installed.
Then you could e.g. delete the repos that seem to cause the error.

When it says it can't refresh the list, one of the repositories you've entered is down, unavailable, disabled, or typed in wrong.

In the application manager, click on the menu, Tools, Log..

It will show you which repository isn't responding.

Close the log, click on Tools, Application Catalogue. Click on the offending repository, Details, and check the Disabled box. Now refresh and voila.

This isn't a critical error btw. Only the affected repository won't be refreshed.
