Well, there are a couple of different SDKs for Maemo; the one to use probably depends mainly on whether you want to use the GTK or the Qt GUI. I prefer the Qt SDK myself; you can still find it archived at this site:

Version 1.1.1 is the last version that included the Maemo toolchain. You'll also need to choose which platform you want to run on, and you'll also want to choose the "offline" version of the SDK (as the "online" version needs to talk to Nokia servers that no longer exist). So, for example, the 64-bit Linux offline 1.1.1 SDK has the name:
Qt_SDK_Lin64_offline_v1_1_1_en.run
Also, there is currently an effort underway to create a "Live CD" containing all the various SDKs for Maemo (or at least as many as can be found); check this thread to keep track on its progress:
