Go to settings

Under connectivity go to Location
and under Network Positioning untick "Enable".

Now your Geo Tagging should only use your built in GPS to fix your position and not use the network to enhance the speed of the fix.

With default settings the phone uses Internet connection to get a better GPS signal. Therefore you should disable that from your GPS settings.

Just to add to afaq's post - without network positioning and data the GPS will not* get a lock and therefore you will loose geotagging.

(*"not" = 10 minutes or so without AGPS, and the camera app only waits about 20 seconds before it gives up)
