my phone company charges me extra to tether my fone as a modem is there an app that can bypass it so i can use it as a modem while using my download amount instead of being charged extra

It should not be possible since all the tethering does is transmit data normally via your carrier. It would be the same thing if you surfed using your N900. I've tethered my connection several times and it did not cost me extra(despite that my operator said they can detect it).
