diablo has a browser daemon that is doing all the processing of the web pages and it's also able to provide content to any applications requiring html rendering / web content loading at any point of time. Homescreen browser widgets come to my mind as good candidates for such usage.

is it a nescesary part of the browser so you cant totally disable it and if it is is there a way to make it so that it is only active when the browser is actually open..... ive had so many more occasions where cpu and ram are maxed out since ive switched to diablo.... this almost NEVER used to happen.

Yes, the browser won't work without it. At all.

Browserd doesn't take up as much space as top claims, but it's still a huge amount of ram ( 45MB on restart of /etc/init.d/tablet-browser-daemon ). It should not take up much CPU at all if it's not showing a page.
