many images are not loading in the browser. is anyone else having this problem ? this started happening in the 2006 OS

When flasshing a new OS opera sometimes default to "not show" images. Go to your settings and pick "always show" images.

I've done that on the beta but often had to select it again after any reboot

i only see settings for java, frame borders and pop-ups

In Opera:

View>Show Images>'Always'

It's not in 'Settings'.
