I notice if you want to download the IT OSes from nokia's website that you have to agree to a End User Software Agreement and enter the mac address to my WLAN device. After downloading these OSes am I allowed to redistribute them, avioding the End User Software Agreement?

In general, no way. In some cases (when a new release is out and it's hard to download because Nokia's servers are swamped), such distribution does go on, actually helping Nokia, and they don't seem to mind.

Still, it's technically not permitted, ever; without such circumstances (which shouldn't happen again, anyway), it may well have negative repercussions.

There is some talk about making it redistributable in future so people could create customizations/remixes of the fimware.

The greatest part of that image is GPL, which is freely redistributable no matter what. The pieces that are non-GPL (wi-fi binary blob, maybe some dsp code or some such, the very annoyingly-closed bits of the UI) are presumably not redistributable.
