Yep, widget called ''Dataplan monitor'' or ''Personal dataplan monitor'', don't remember exactly loll
It is in the maemo extras repository. Or you can go into settings -> telephone -> and there's a place to check data usage.

I believe there is an app for monitoring the receiving and outgoing data using the network provider's signal (2G and 3G)
i just cant find it in the downloads. can anyone help me?
