As any app can be developed by integrated group efforts supported by co-financing by third parties, what I would like to suggest is

virtual app prototyping / emulation

http://www.callingallinnovators.com/

Innovators are not exactly those involved in development of mobile applications.

"
Last year, more than 1,700 submissions were received from developers and publishers in 85 countries, ...
"
Any download link for submitted apps ?

from
http://www.callingallinnovators.com/...r_stories.aspx

"
Forum Nokia invites you to share your stories about the mobile apps that you use on Nokia devices today, and the positive effect those apps have on your life.
"

2 entries only ;(

Yeah I really did like the step they took to attract new and old developers to develop more.
In another way they look like they are going desperate when you do not see other manufacturers offering this type of deal.

yeah choosing the winner is not mentioned anywhere,
most probably they are going to do as what they did with the N97 when it first came out post in the site and let users and crtitics vote for it. maybe?
