It's mainly for use when connecting your PC to your device via USB for networking when there's no other network present. If you do so often, there's a number of 'profiles' supplied to help you switch between that and Wi-fi.
If you just want to connect your phone to your PC via the cable supplied, you don't need it, nor when you want to connect to your phone over the same Wi-fi network as your PC.
However, beware of using this with abandon, as it can semi-brick your phone. My first post on this forum concerned this.
