I'm not quite sure what you mean - Do you want a script, that, when given a URL will:
1. connect to 3G(if it isn't already)
2. download that URL to a file
3. disconnect from, then reconnect to 3G
..or something else?

But, erm, how is it going to know when the file's downloaded unless the -script- downloads the file? And, kind of what I said.
