MeeGo continues to be 100% open. Harmattan is not MeeGo.
EDIT:
With luck, the MeeGo project will get the required driver sources like they did for the N900, and a port of the MeeGo CE to the N9 will be possible. Then all the proprietary bits can be removed completely (along with any functionality they provided, however.)
Meego Harmattan use DEB packages and is more closed as Fremantle. Stskeeps wrote that Meego will be 100% open source... and this is not true now.
Meego Harmattan do not use Ofono but still csd daemom (see comparison)
