Is it the files for settings or just for icons?

Just shortcut icon for Settings in the launcher view. Anyway try your luck. (Inside is a .desktop file.)

Download n extract the zip to somewhere. Say /Documents/

Then the code to copy:

cp -r /home/user/MyDocs/Documents/duicontrolpanel.desktop /usr/share/applications/

Since some applications use the MyDocs partition also to store their settings, it is a very bad idea to scan that filesystem completely. Do it on a per-file-base, whenever you exchange files from the N900 to windows.
Still i am not quite sure what the error is that you are facing, is it just the missing shortcut, or is the settings application corrupted?
