I can think of multiple reasons:
1. Lets say I only want to speak to my mother in Namibia for 5 minutes maximum. I would use this App.
2. Knowing how my missus talks and talks and talks, this app would shut her up.
3. International calls that cost a fortune, this would be a useful tool to at least stop me from yapping on unecessarily and wasting money.
4. If you don't want to use up your credit on your mobile, one could pretend that your phone has a problem by cutting the call every 10 seconds, that way you get your mates to call you instead. ;-)
5. How long can one really deep breathe down the line? This is the ideal app for that!
