Try marble, it has an otion to work offline, BUT you must have prepared that option beforehand with a working internet connection. Here is how to do it http://userbase.kde.org/Marble/Maemo/OfflineRouting

GPS works fine with PR1.3 with no Agps or network access -
I use it all the time in places that even Discovery Channel

The issue is whether you need a map to go with your location,
in which case you need to get the proper app to show your
location on a pre-saved image file.

First time on (after a few days of not using the GPS)
the unit takes some time to download basic ephemeris data,
(this can take up to 5 minutes depending on whether the
signal is received clear and you are not fidgeting with it)
but after that it only takes about 90 seconds for a cold fix.
Even less in some cases.

Use GPS recorder to see how it works...

Sorry for my noise. It is found in Settings-Positioning. Thought there is some tweak needed.
