Sorry, I don't understand..

You should have the tar file in both locations and with +x permissions in both locations.
Other than that, I am sorry, I don't have a harmattan device to tinker with.

i got a problem here when i deb a theme until step 4..
dpkg-deb -b /home/user/mytheme
it show..
dpkg-deb: parse error, in line '/home/user/mytheme/DEBIAN/control' near line 8 package 'mytheme': EOF during value of field 'Section' (missing final newline)
anybody know how to solve with this?

Its a syntax(?) error. Download SublimeText2, open control file > View > Line endings > Unix
Save and exit
