yes.
hildon.hildon_helper_set_thumb_scrollbar(scrollwin dow, True)
where scrollwindow is a gtk.ScrolledWindow. It's only for vertical scrollbar thought.

I'd like to point out: https://bugs.maemo.org/show_bug.cgi?id=2564 as a rallying call for consistency, though.
