@dave get hold of any symbian belle device as it supports the 2xx version of map update ie richer data available transist lines etc...
It works fully offline
you can serch plan a route get waking driving predestian navigation with voice.
Only u will be limited if map data for said region isint good enough.
And modrana a good choice if you have time to prepare it for trip with various map sources overlayed.
Dont opt for sygic on any platform its very unreliable with jumbeld data wrong routing bla bla atleast for me in india
i found nokia symbian maps to be good enough for navigation combined with google maps offline java aplet in symbian to be perfect
now in modrana boat .

a nokia 603/701 would be probably better and cheaper .

Yeah e7 will do fine:http://wap.mgmaps.com/ for the mgmaps have a look it might need some mending.

It's possible to download some region down to full zoom in a lot of maps available for N900. At least in modrana, mappero and marble. I'm currently using modrana because it's actively developed and the one with most needed features. Offline routing based on OSM data is also available.

Maybe try MoNav in the n900 its not great but it do the job for offline routing

Of those five I have only used Android and Maemo. On Maemo I would say modRana is the best solution although it has one disadvantage and that is a lack of pre-made map packs. On Android the best I found so far is NavFree. It works completely offline. In fact it does not even have a concept of 'online' as far as I know (haven't used it for nearly a year so things may have changed, I may remember wrongly, etc etc). You download a map for your country and off you go.

Edit: The most recent NavFree reviews are somewhat less favourable so buyer beware. As said, I used it a while ago.
