i was going to by this for my duaghter and was woundering if there was a way [like an app download from computer] you could put something to block harmful content. if so plz tell how and your help will be appreciated.

You might be able to do something by pointing the browser to about:config and searching the settings there. Or somewhere on the web there must be a PC site where they maintain a custom HOSTS file for the sort of censorship you are looking for.

Start with a hosts file, then maybe add Privoxy to the mix.

i kind of get wht you are saying but hw to you actually make the host file wit the proxie settings. sorry for the noobieness
