Previously I upgraded my n800 to os2008 with the automatic updater wizard. However, I am not sure how I Flash the new diablo since there is no exe file? I know this is basic but I cant figure it out

Use the same Wizard.

General,

When I run the wizard, wont it install the old version? How does it know to look for the new one?

As far as I'm aware, it'll check to see if a new version is available and download that. As I've never actually used the Windows flasher, I can't confirm that, though.

So how you flashif you dont do it that way?

When you run it, it will ask you and then try to download & flash the newest version. But it's better if you download the flash firmware in advance. There will be a "browse" button for you to select files previously stored in your hard disk.

He's probably using Linux to do it. The new wizard is here http://europe.nokia.com/A4305010 . The software is near the bottom of the page.
