In some european countries the band 2.5GHz is reserved for military usage, and it is not allowed for Wimax (this might change in some years because there are ongoing discussions to change this). The regulators in EU countries (+ China and some African countries) have approved Wimax in 3.5GHz, I believe to reuse the band used by LMDS in the begining of 2000s. LMDS used 3.5 and 5.1 GHz. Norway and Russia have approved 2.3 and 3.5 GHz bands.
N810W is only available in USA, I believe it only supports 2.5GHz. Nokia have in europe Quad-band telephones and I do not see why they could not release a tri-band Wimax as you rightly suggest. Otherwirse, its usage would be rather limited for the guys on the go.
