There IS a likely march/april update, but it's PR 1.2, not the one people are so eagerly waiting here. The major component of that update (and that's why we know it exists) is Qt 4.6.
I would also think that a bigger testing community would mean more handset owners, as it is only likely to be a small proportion of all owners who are testers. I would hope in this scenario that Nokia would increase the amount of resource / investment in the community so to not stifle it's growth, as it would be beneficial to their own long term prospects.
In any case, all of the reasons given seem valid reasons for why things are taking the time they do for updating. But still, why is Nokia not communicating much about it / potential release dates for their release that is already being tested? The main problem in my view seems to be that nobody is being told anything, so speculation is arising.
