I believe that float mode is used to give MicroB more of a desktop and full web experience. Given that, I also believe that due to the small size of the screen and how small can some elements in webpages be, the button to disable float mode can hinder the full web experience.

I don't know what "Float mode" is, and I wonder which exact problem you want to solve... In my opinion your Brainstorm problem mixes problem and solution.

The "return from full screen" button?
Wait a few seconds for it to go away if you want to click anything underneath it?

actually for example on the previous outlook of facebook this was a big problem, as notices were under the return from full screen button. try pushing it, and the return button would pop up. Doesn't affect it anymore, as new layout on facebook. But it still can be a problem.
There should be a option to disable it imho, or just have it somehow that double tab bottom right corner for it to pop up.

This is also really annoying when using rdesktop, which uses the same fullscreen mode thingy.

It's using its own implementation. Feel free to modify rdesktop's source, found in the extras-devel repo, to remove the button.
As for the browser, the UI parts are closed source (as usual) so any "fix" would have to come from Nokia.

IMHO the area where the fullscreen button area is should always be a dead area. If you need to select a link in the botton right of a web page, come out of fullscreen and you can scroll down to the bottom right and access link.

For example:
When using youtube after watching a video pressing the bottom right will bring up the fullscreen option button, but will also select another video from the list located there when you didn't want to.
It is quite fiddly when on youtube to find a chunk of the screen that doesn't activate a link just to get up the full screen button.

Personally I would like to see dedicated Back/Forward buttons added next to the fullscreen button (which don't bring up the history view), this would get a better desktop experience IMO.

EDIT: Prehaps they could be greyed out if there is no history in the direction they point.

I think the OP is talking about the hover mode button that comes up when you swipe from the left, not the fullscreen button.

My mistake
Perhaps he should have said mouse mode to make it more obvious, if that is what he means.
Float mode is confusing.
