So I was looking to clean up some of my root filesystem and using "storageusage" (nice app btw!) I found that one of the biggest culprits is this locale-archive file located under /usr/lib/locale

What exactly is this and is it removable?

I have mine symlinked into opt. Hasn't done anything bad. Accidentally deleted it. Lost all the localization on menus and default Nokia apps.
*EDIT* I didn't get back nearly the 28+MB. It's apparently very compressible.

Do you have instructions on how you did this exactly?

You'll lose localizations, and it may prevent you from upgrading (SSU) to PR1.2

If you power search a little, there are already several "How to clean rootfs?" threads on the forum. You'll find instructions of varying quality in those.

And I agree with MohammadAG about there being risks involved.
