syntax error, its lower "L", you are typing capital "I"
run
ls -ld /opt/var/lib/apt/lists/partial
and
ls -l /opt/var/lib/apt/lists/lock

it is showing me the same error messag-- ls is l for lower right?

ls -L
and read forum, you might be facing the same issue.
