Note that I said it didn't work, not that it can't be set independently. What happens is that if you set auto-retrieve IP address, then it will also auto-retrieve DNS regardless of what you set it to.

seems you are connected to the router at the least.
Can you modify the connection and add the following OpenDNS ip's in place of the DNS Servers instead of having them auto populated.
208.67.222.222
208.67.220.220
Then restart the phone, connect to the same network, verify that you have the values showing in the DNS Server in the settings and then try accessing any website.

Did you already try deleting the old network settings and re-creating them? Just an idea.
