Note that I said it didn't work, not that it can't be set independently. What happens is that if you set auto-retrieve IP address, then it will also auto-retrieve DNS regardless of what you set it to.
Will need to check once if Wifi has a different result.

seems you are connected to the router at the least.
Can you modify the connection and add the following OpenDNS ip's in place of the DNS Servers instead of having them auto populated.
208.67.222.222
208.67.220.220
Then restart the phone, connect to the same network, verify that you have the values showing in the DNS Server in the settings and then try accessing any website.

ok bad news the problem isnt fixed.
if i go into the connection settings and do nothing just hit save as ive already entered the dns settings. my emails will come through and i will be able to connect to the web,
after about 5-10mins dead again, nothing connects to the web.

hmm..
1. Remove the DNS settings and set it to get the DNS from the DHCP itself.
run the below command and paste the output here
It tells what are the DNS which are being provided (if they are) by the DHCP machine.
If you arent getting any output then its an issue with the DHCP not working correctly.
But the simplest way to check if there is an issue is by flashing the firmware again. Something you may have installed earlier might have caused an issue. Flash both the Firmware and the eMMC image.

If you arent getting any output then its an issue with the DHCP not working correctly.

Did you already try deleting the old network settings and re-creating them? Just an idea.
