Got word that It was out, followed the link and added the catalog and then app manager asks me if I want to install "FireFox 1.1?" Any feedback? Thanks!

You can download fennec 4.0 from here - http://ftp.mozilla.org/pub/mozilla.o.../binary-armel/

Download the deb file and open in file mgr to install

Note it's a beta release that is still under development/testing so it may not be stable

Nightly release, version 4.0, second beta.

You MUST install fennec from the command line, i had the same problem using app manager.

apt-get install fennec

I installed it by manually downloading the .deb from here and opening it.
http://moff.mozilla.com/latest-beta/.../binary-armel/

E: Unable to lock the administration directory (/var/lib/dpkg/), is another process using it?

Do you have application manager opened? Close it, it locked the needed directory.
