i had this when i first installed transmission it would download at no more than 2.0 kbs i removed transmission then reinstalled it now it can run at 200 kbs might be worth a try before trying anything else hope this helps

Extras-testing, not extras. It's a different repository.

try transmission 2.03
less cpu hogging for me
