i just finally updated to pr1.3 and titans latest stable kernel. i had been using an older version before (version 24 or lower i think) and i had followed the instructions per the kernel power wiki on creating my own overclock configurations and set my own voltages per frequency. however, with the new kernel im afraid im just not understanding how i can again create my own custom settings like i had before. i can see the default template but i dont not get how i can access and edit the file and then make it load as my configuration. thanks for any help!

There should be everything you need in the wiki.
http://wiki.maemo.org/Kernel_Power Part Configuring the kernel speed/voltage settings (of the obsolete version 24)
If you have further questions after reading this, feel free to ask again.

You just create a file and edit it. Then copy it to /etc/default/kernel-power.

with "cp /home/user/MyDocs/<filename> /etc/default/kernel-power/usr/sbin/kernel-load"

question here... Anybody here knows if titan will update his kernel with the latest pr1.3 kernel? Would love all those fixes to be implemented while having the option to overclock. Yeah those fixes aren't that critical but I have my reasons needing that.

No it doesnt. Seems that 500mhz is the optimum idle clocks, because
1. It runs with very low voltage (lower than what 250mhz normally uses, actually my 500mhz mode uses same voltage as the 125mhz mode would use by default)
2. Phone is noticeably faster with less jerking. (than with 250mhz, 125mhz idle is just plain horrible)
3. After 500mhz idle clocks I havent noticed any considerable speed up of things (because Im still using 500,805,1000,1100 steps)

Oh and it feels more responsive with less clock steps, therefore I only have 4.

lucky......mine is not that smooth with 4 steps (dunno why), i tried 5 and 6 steps and its good.
