You didn't install.
Open terminal and issue the commands that are here on the forum, namely (as root)
apt-get install --reinstall kernel-power kernel-power-flasher
Make sure you type it correctly. Also, make sure you reboot. If it fails, paste the output of the above command here.
Package kernel-power is not available, but is referred to by another package. This may mean that the package is missing, has been obsoleted, or is only available from another source E: Package kernel-power has no installation candidate

my new second device arrived today and i tried OTA update and noticed it was pr1.3
after installation of kernel-power and reboot, i tried to overclock withafter reboot the command "show" tells me that im still atCode:kernel-config load ideal
limits 125 600
so i tried to set it myself withthen my phone was getting off on its own, fast like a reset. after reboot my limits was still at 125 600 and kernel-power complaints about an error and that no overclocking operation was performed.Code:kernel-config limits 500 900
i think the actual kernel-power version is not usable with PR1.3
we will have to wait for an update

Any word from Titan if he will be releasing a 1.3 version of the kernel for OCing. I am very happy with the speed improvements from 1.3 and would prefer to keep those + OC.

I too haven't been able to either use the previous 1.2 Titan kernel after updating to 1.3, nor have I been able to install and use the OC'd kernel.
uname-r shows the standard non-OC'd kernel in place; running the apt-get reflash-powerkernel thing says "unable to download", and uninstalling/reinstalling the "pewer kernel settings" from app manager does not install and activate the power kernel.
So I'm thinking the same thing that others are saying here, that 1.3 does not support the OC kernel.
For people that says it does,are you certain you are running OC'd? Have you run Conky and seen the procesor level results for certain? Sorry to insult you if I have, I'm just trying to make sure.

As soon as I flashed to PR1.3 I installed advanced power, rebooted, installed settings then over clocked as normal.
Try just installing advanced power through the app manager, forget about the flasher, that's really only of any use if your multi-booting.
It works fine, I don't understand the issues people are having.

Were you running the OC kernel before you flashed to 1.3? Did you do anything special like revert back to the non-OC'd kernel before you upgraded?
As I said, I simply can''t get the OC'd kernel to take, no matter which method I try. I was running it before I updated to 1.3 and I did the update with the power kernel installed but not OC'd, if it makes a difference.
Reboot - survived (w/ overclocking settings saved as default)
After phone call - nothing happened
Conky - yes it's running the xlv profile at 1000/1000
My device: PR1.3, swappolube proposed settings, overclocking@1000min/1000max
How I flashed:
The machine first got a clean install with PR1.3 and the original eMMC image,
then exchanged the 2GB ext3 partition and the 27GB vfat partition,
then installed and ran swappolube with the proposed values
finally installed the power kernel (v3.7 from extra-testing repo), used xlv profile then manually edited it to set both max and min frequencies to 1000, and to avoid all the allowed frequencies except two following to jackiman's instructions
