You can download preenv from here because I am pretty sure it is not available in app manager.

u gotta enable extras devel
if not, download here: maemo.org/packages/package_instance/view/fremantle_extras-devel_free_armel/preenv/0.1.3/
scroll down to where it says file: preenv 0.1.3.deb etc etc and click on it
