My never locked N900 has that same message concerning entering code to remove operator lock. I find it difficult to believe that your device has to be locked for that to appear. Mine works fine on both AT&T and T-Mobile, hardly the behavior of a carrier locked device.

Install "Wifi Switcher" and toggle it a couple of times.
