Okay, I've opened XTerm

sudo gainroot
visudo user ALL = NOPASSWD: ALL

Get the following:
usage: visudo [-c] [-f sudoers] [-q] [-s] [-V]

Still can't edit in emelFM2

No, you want:

visudo
Now you're in vi, editing sudoers.
Go to the bottom, press i for insert mode, add the line.
Press Esc (CCW curly arrow key, functions as stop/back in the browser) to re-enter command mode, and type ZZ to save and exit.
If it's valid syntax, it'll exit; if not, it'll throw you back to try again. (If you didn't use visudo, it would let you leave it with bad syntax, which will probably cause a reboot loop.)

Okay I've done the above visudo steps and thats okay.

Next, I opened emelFM2 again, no joy, so where can I download JOE?
