I agree with twaelti that it depends on what level of user you want to be... but that goes for PC as well as Tablet.
Twaelti makes the comment on a PC you do "everything, no limits" which isn't true... unless you are a Developer/Hacker. The same 3 stages apply.
Buying a Dell as an end user with no tweaking skills what-so-ever does not open the "world" to you with "no exceptions"... tweaking must be done on PC's just as with tablets.
PC's have had a longer life span and it's user base is larger, thus there are more how-to's; easier to follow guide's, and typically all around more software.
Tablets are relatively in a stage of infancy.. they still have massive amounts of software.. and they can be used as a complete desktop system... but it requires the higher level of skillset with a computer.
For a newbie.. out of the box - all you can expect is a Media Player, GPS, some basic games and apps, Decent Browsing on most of the popular websites... exactly what the name implies.. an "Internet" Tablet. It's not a PIM (personal management, contacts/calendars/etc); it's not the one stop fits all solution (out of the box, mind you)... it's a Supplement to a Smartphone or simple Travel companion.
As you get higher in the willingness to take risks and put more effort into it though.. it becomes a Complete Desktop System. The only limitation is Processor speed, memory and graphics (what I listed in my above post).
