If you use your nail, the screen is just as good if not better than capacitive.
BUT if you only use your finger tip (with no nail), it kinda sucks

Can't say I agreed with ya bugelrex, at the most I would say in some situation it's less than ideal.

Since you plan on drawing on it I would say to things are a must, a screen protector and installing mypaint (if you understand & are comfortable with dev/beta software).
