The simplest answer I can give, correct me if I'm wrong, is that the chips in the device itself would not be compatible. I.e. why you can connect to an 802.11g network when you only have a b card. But if you're on "G only" 802.11b devices cannot connect as the chip cannot match the required data rates or algorithms, even though they both operate on the same frequency.
