Tags are saved in the EXIF metadata and are a standard recognized by many photo applications. So, for instance, when moving tagged photos from the N9 to Picasa, the tags wouldn't be lost.

It seems tags are associated with images, as they preserved when moving them back-forth. About removing tags - I think you have to just de-select the tags set, via the "Edit tags" option.
