if you are not willing/able to use Linux: according to the description you gave, I would try a cold flash (add parameter -c)
As I said, try these first;
- Flash with linux (windoze sometimes does not work so well)
- Use cold flash "-c" option
Try another USB Cable, seems like that's the problem, in my humble opinion

Go find yourself a better repair shop, your device is trash no matter what if you don't get it fixed --> what more harm could USB port repair do, it does not work anyway!
