It seems pretty plausible that that's the reason. Nokia Italy & France have now shipped N900s to their customers. & if you see this bug report (link below), it is confirmed that Italian '3' SIM cards are strangely unaffected...

They told me enough to fulfill their first pre-order batch, and about 1/4 of their second batch. I have no idea of the quantity their is for each batch
