As of Patchmanager 2.0, it's in Settings -> Patchmanager -> Web catalog.

Why? It's pretty awesome. By the way I will not support patches as rpm-packages anymore except Ultimate Statusbar patch because it has unexpected troubles with ports.

The problem is that the patches that actually do work, won't be enabled because it's not provided with the fw version...

I can see where you're coming from, and if Warehouse ever gets updated it could/should have the Patchmanager web catalog integrated (as everything is hosted on OpenRepos anyway). Then again, patches aren't really applications but mostly about cosmetics, and then OpenRepos might as well host background images (in a sense it probably does so already with the random ambiences here and there).

There is a "Developer mode" menu item for early adopters.
