Oops didn't see your edit...I've never played around with the "tools" toggles but from the top of my head what I can think of is if you want to disable all the tools you can just rename /usr/share/meegotouch/applicationextensions/statusindicatormenu-tools.desktop to /usr/share/meegotouch/applicationextensions/statusindicatormenu-tools.desktop.disabled
a reboot/refresh will ensure that all of those tools disappear...

We'll need Schturman to help on this as I've read thru' the pdf but found nothing on the enabling/disabling of tools...
Also i read thru' http://mymeegos.net/developer_mode/u...ted-system-ui/ and i dont understand russian but from what i could understand i didn't see anything on enabling/disabling tools...Maybe someone else can read and explain before Schturman is inconvenienced for it?

Thedead1440, run this command, it will fix your problem and refresh your phone. Probably it came from 8.9, i also has this problem:
apt-get install --reinstall duicontrolpanel-soundsettingsapplet
