Sounds like your .img file is missing /bin/sh and lots of other files. Investigate the commands you're using to create it, and make sure that the right files are being copied and that the copy succeeds.

well I just chrooted in with no issues. It for sure is no easy debian...so far yum does not seem to work but I am able to ping the outside world so that is a start.

I wish I had the skill of a quole and I would make an easy fedora, but I am a newbie
