Short of encrypting your whole connection, by SSH/VPN'ing, there is nothing you can do your end to improve the speeds.
Your provider will be using deep packet inspection to spot the torrent traffic (even if you set 'enable encryption' in transmission), and throttling/blocking it (and quite rightly).
