I just skimmed the Return Policy. There is no restocking fee.

Here is the copy paste from their return policy. No mention of restocking so they cannot charge you for return with-in 14 days if you have to.

11. Return and refund for buyer's remorse
If you have bought Product(s) and Service Voucher(s) for your own private use as a consumer and want to exercise your right to cancel the contract and return the item(s) you have purchased you must notify our Customer service by telephone within 14 calendar days after the date of receipt of the delivery and request a return authorization. Our Customer service will authorize your return request, send you by email a Return Material Authorization (RMA) code ("RMA code") and give you the necessary return instructions for a return.

Once we have received and validated your returned items, we will confirm it to you by email ("RMA received" email). Refund will then be processed by us and confirmed by email ("Order refunded" email). Note that original shipping costs will not be refunded.

However, you may NOT return and claim a refund for the following:
Service Vouchers that was supplied to you sealed and unused, and you have since broken the seal or used it;
Software that you have successfully downloaded from the Online Store or any other Nokia site;

Products that have been made to your specification or that have been clearly personalized

I'm just basing the restocking fee on those who purchased an N97 from nokia usa and decided to return it with nothing wrong. Things may have changed in a few months.
