Kmplayer can play the Shoutcast streams with either mplayer or osso-media-server.

I would like Streamtuner to play the radio streams with osso-media-server instead of mplayer.

What should I configure in Streamtuner for "Listen to a stream" instead of 'stlaunch %q' ?

What can be the commandline kmplayer uses?

Never looked at streamtuner, but I do know kmplayer

osso-media-server is the media server for Diablo and before. kmplayer uses this name for fremantle as a small gstreamer based player, called kgstplayer (installed in /opt/kmplayer/bin/).
Its commandline interface mimics that of mplayer, for code re-use reason. But only that what is required for kmplayer, so the call is something like

kgstplayer -wid <Window> -ao pulse -vo xv <url>
