You're right - the desktop VM image is gone. I've tried to use the desktop VM image once, but it did not provide a good OOTB experience for developers.
I don't know whether this helps you or not, but if you want to develop apps for Maemo (and Meego + Symbian), I'd suggest taking a look at the Nokia Qt SDK:

Just click "Download" at the right side of the page

As for the Desktop Image, it is down due to bugs and doesnt have an ETA, see this Thread for more info:

I am new to Maemo development. I am not able to find the desktop VM Image of the freemantle SDK. It's not listed on the page http://tablets-dev.nokia.com/maemo-d...-downloads.php OR
http://maemovmware.garage.maemo.org/...ion/index.html (which essentially points to the previous link)
Only the server image is there. Are there any alternate sources to get the Desktop image? I tried Googling, but no avail.
Any help on this would be great. Thanks!
