Use /etc/init.d instead of /etc/event.d and after chmod'ing it run:
/etc/event.d/xterm:

start on started hildon-desktop exec run-standalone.sh /usr/bin/osso-xterm stop on starting shutdown

There isn't a /etc/event.d directory Maemo 4, so I think I'll stick with init.d
